Hyderabad: Former chief secretary of Andhra Pradesh, I.Y.R. Krishna Rao, has moved the Hyderabad High Court seeking to declare the ‘Swiss Challenge’, adopted by the AP government for construction of a capital in Amar-avati, as unconstitutional.

The former CS in his petition contended that the ‘Swiss Challenge’ was in violation of the provisions under the Andhra Pradesh Infrastructure Develo-pment Enabling (APIED) Act, and also in violation of the gui-delines of the Supreme Court.

He urged the court to declare the GOs issued by the state government approving the amended proposals submitted by the Ascendas-Singbridge and Sem-bcorp Consortium, to develop the capital as ‘illegal’ and ‘unconstitutional’.

He reminded that a single judge of this court had stayed the competitive bids invited by the Capital Area Development Authority for the development of a capital region and subsequent amendments to the bids in 2016.
