Telangana Ggovernment issued guidelines for  Rythu Bandhu scheme for the farmers. The Rythu Bandhu scheme cheques will be handed over only to pattadars whose names are printed on the cheques. In case a pattadar is unable to receive his/her cheque during the official disbursal due to sickness or disability, the government said it will be the responsibility of officials to hand it over to the beneficiary at his/her home after ensuring proper identification.

The Telangana government on Wednesday issued detailed guidelines for implementing the Rythu Bandhu scheme, addressing the nitty-gritties of the cheque distribution programme. The scheme envisages providing an input subsidy of Rs 4,000 per acre to pattadars for Kharif and Rabi seasons with no upper limit fixed on the amount.

The government decided to launch the scheme to help farmers avoid falling into debt traps after it implemented the Rs 16,124.38-crore farm loan waiver programme. The much-anticipated scheme is expected to be launched sometime in the third week of this month.

The government also said a limit of Rs 49,999 was fixed for each cheque and in the event of a pattadar being eligible to receive more than Rs 50,000, additional cheques as required for the balance amount will be issued. If a cheque is not cashed in three months, it can be re-validated only by the Commissioner & Director of Agriculture.

A daily reporting system was also put in place for officials to monitor the progress of cheque distribution. If for some reason, a pattadar passbook is not issued to a beneficiary, respective tahsildars will be required to print the first page of such passbooks from their records, attest them and make them available to revenue officials at village meetings.
